Are restaurants in Seattle required to provide free tap water to patrons?

I would walk out of a proper restaurant that wouldn't give me a glass of water, but isn't Menchie's a frozen-yogurt joint? Not really a restaurant, is it? I still think they should have given you a paper cup of water, but, you know....
